In Australia the CofS uses a variey of methods with PI's to 
track their targets.

They have used 
        PI Grant Mackay - Brisbane 
        PI Roger Milton   - Melbourne
        OSA     Mark Hanna  - Sydney  aka Neil Silk
        PI Nigel Hunter   - Auckland New Zealand

Plus other people to investigate me with the use of a variety of
criteria.

Direct phone calls is one method used.
